Each member brings practical industry knowledge and a shared dedication to quality training. Together, we support students through hands-on learning and real-world maritime expertise.

President

Captain Joseph Raluta

A seasoned Master Mariner with over 25 years of leadership across ship command, crew management, maritime HR, logistics, and regulatory compliance. Captain Raluta has led operations both at sea and ashore, with experience spanning bulk carriers, tankers, passenger ships, and offshore vessels. He holds postgraduate credentials in Maritime Business Management from World Maritime University and Education and Business Management, and is currently undertaking Juris Doctor studies. His leadership anchors MSAT’s commitment to industry-aligned, standards-driven maritime training.

Head TC (BMC)

Captain Rolando Olete

With more than 25 years of seagoing experience, Captain Olete brings deep operational insight and instructional leadership to MSAT. His career at sea shaped his strong focus on continuous learning, responsibility, and mentorship. He is known for translating real-world bridge experience into practical, structured training. Captain Olete remains committed to guiding future deck officers with clarity, discipline, and confidence.

Captain Julius Gonzalbo

A Master Mariner dedicated to advancing maritime education through teaching and continuous learning. His extensive command experience brings real-world perspective into competency-based instruction. He is committed to developing practical knowledge, sound judgment, and professional confidence among seafarers.  His philosophy is simple: “Competence is proven at sea; we will teach you how in the classroom.”

Instructor (Engine)

C/E Monique Marie A. Felarca

A licensed Chief Engineer with over 10 years of seagoing experience and 5 years in maritime instruction, C/E Felarca has served primarily on large container vessels powered by MAN B&W, Sulzer RTA, and RT-Flex engines. She brings hands-on expertise in full-mission engine room simulation and key maritime systems, including ABS NS, E-ORB, and watchkeeping compliance. As a member of MSAT’s Course Development Committee, she contributes to the design of client-specific and industry-aligned training programs. A strong advocate for mentorship, she is committed to developing the next generation of marine engineers to meet global standards with confidence.
